Citizens is a not-for-profit state-run government insurance program that started in 2002 for Florida property and windstorm insurance coverage for homeowners.
Per Florida law, those who want but are ineligible or cannot find affordable coverage in the private insurance market are both eligible for insurance coverage from Citizens.
Plans include basic homeowners, modified policies, and wind-only options. Plans include coverage for hurricanes but flood insurance is not included. They offer coverage for single-family homes, mobile homes, condos, and renters. Coverages offered by Citizens are for dwelling, other structures, personal property, loss of use, personal liability, and medical payments.

With guaranteed eligibility for qualified customers, Citizens is a last resort but needed insurance coverage option. They are not Better Business Bureau accredited as they are a state-run carrier.
